Under 20 Point Programme, item-wise (Ranking/Non-Ranking) targets are decided in accordance with the allocation of funds under District Sector/State Sector/CSS/EAP at the beginning of the financial year. Accordingly, further distribution of targets at district and block levels is also done on the same basis.

After setting the targets, selection of beneficiaries and projects, estimates based on selected sites are prepared and examined at different levels before getting the funds released from the Government. Timely achievement of 100 percent targets by ensuring timely sanction of money and timely execution of the works is the fundamental principle of the programme.

Four ‘M’ i.e. Man, Money, Material and Management play an important role in achieving monthly targets, without which no programme can run smoothly.

Schemes for the area are selected taking into consideration the regional disparities, economic backwardness, and demand orientation.
