Block Level
In order to implement the Twenty Point Programme effectively and timely, The Hon’ble Governor of Uttarakhand has pleased to sanction the constitution of the Block Level 20PP Committee in each block of the State vide Planning Department’s GO No.76/20-सू0का0/2004 Dt. 21 February, 2004 and GO No.46VIP/XXVI/20PP/2005 Dt. 10 May, 2005.

Besides the above, 23 members at least one each from the Village Pradhans/Block Panchayat Members/District Panchayat Members/Coordinator, Panchayat Raj Cell/Freedom Fighters/Ex- Soldiers/Youth Forums/Women Forums and well known persons contributing in development of the area will be designated.
Apart from above the State Government will nominate 23 Members within the Block at least one each, from Gram Pradhans/Kshetra Panchayat Members/District Panchayat Members/District Panchayat Members/Coordinator Panchayats Raj Cell/Freedom Fighters/Ex-Soldiers/Youth Forum and the civil society.
The meeting of the committee will e convened once in three month. In the absence of the chairperson concerned Sub Divisional Officers (SDM) will chair the meeting.
The functions/rights of the Committee will be as follows:-
- Planning, supervision, direction, coordination, and coalization of the District Level Committee.
- The Committee will ensure the implementation of the entire 20 Point Programme in accordance with legally decided policy and time schedules.
- The Committee will have the right to investigate items where it is noticed that they are not being implemented according to the rules or guidelines issued by the Government. After investigation, the Committee will forward its recommendations to the competent authority, who will ensure lawful compliance.
- To invite district-level officers of the related departments as per the need and review relevant departmental documents.
- The responsibility of holding meetings shall lie with the Block Development Officers (BDO).
